What is SDA?
Specialist Disability Accommodation (SDA) is housing designed for people with high support needs. These homes help residents live more independently.
How funding works with the SDA Panel
Our rental guarantee is not speculative.
It is issued only after our SDA provider panel has validated participant demand, NDIA funding eligibility, and long-term tenancy viability for the specific site and design.
This ensures every project is:
- Demand-led
- NDIA-aligned
- Underwritten by providers who will ultimately place the participants and bear responsibility for your dwelling during the tenancy period as per the agreement
Not by marketing assumptions.
Once a landowner elects to proceed, the project is formally submitted to our SDA panel to finalise the head lease and rental guarantee, subject to final design, pricing, and SDA compliance confirmation.
Only projects that meet these thresholds move forward — protecting both income security and capital integrity.
What is Co-Living?
Co-Living is a purpose-built rooming house model where multiple self-contained micro-apartments operate under one roof. Each room is designed for tenant independence and professionally managed as a single asset.
How are Co-Living properties guaranteed?
Our independent tenancy management team market-tests the area to set a realistic room rate based on demand. Once the property is fully furnished, that rate is guaranteed on all rooms except one, regardless of individual occupancy.
What returns can I expect from a Co-living property?
Returns vary depending on location, demand, number of rooms, and final room rate.
Room rates typically range from $280 to $400 per room, as prescribed by our tenancy management team following market testing.
All returns are assessed site-by-site.
Are the Co-living returns guaranteed?
The Co-living rental guarantees are underwritten by the tenancy management team and will be made to you in writing from them, they will only offer the guarantee if the property is furnished. The guaranteed amount is accessed and offered to you before the build commences.

How do you minimize investment risk with a SDA property?
Our unique risk mitigation approach includes:
- Head lease agreements signed with SDA providers at the build contract stage
- Participant placement process is managed by your nominated SDA
- Strategic location selection guided by actual participant demand
- End-to-end management of the development process
- Established SDA provider relationships for smooth participant placement
This comprehensive approach is the cornerstone of our program, lowering vacancy risk and pursuing higher-yield property outcomes by carefully managing risk and prioritising participant placement comfort.
When are tenant arrangements secured?
SDA tenant arrangements. Given the popularity of the program and the limited number of properties progressed in each area, we undertake an initial suitability assessment to manage demand and maintain program integrity.
Formalisation of the guarantee with our panel occurs upon contract signing.
Once the head lease is in place, tenant placement is managed by the guarantor and can occur after construction is complete and compliance certifications are received.
Where necessary, a brief vacancy period may be requested to support appropriate placement, without penalty, in accordance with the terms of the head lease.
What do I get for the $5,500 engagement fee?
Applies to landowners only. Issued once the land is confirmed as suitable.

Assessment of the land to determine the most suitable pathway — SDA Rental Guarantee Program or Co-Living / Rooming House Program - Concept Design Preparation
Initial drafting and concept design aligned to the selected strategy and site constraints - Compliance or Tenancy Feasibility Coordination
- Coordination of SDA High Physical Support (HPS) compliance or Co-Living tenancy feasibility, depending on the chosen pathway
- Preliminary Builder Pricing & Feasibility
Initial construction pricing and feasibility review to confirm commercial viability - Lease or Tenancy Structure Preparation
Coordination of SDA head lease submission and pre-approval, or Co-Living tenancy framework, including market-tested room-rate methodology - Ownership & Finance Readiness Review

Yes, we also offer rooming house developments in strategic locations as an alternative.
How do you work with SDA providers?
We work directly on the advice of our SDA partners throughout the entire process. This collaborative approach ensures properties are designed to meet actual participant needs.
As an investor, you personally meet and sign your tenancy agreement with your SDA provider on the purchase of your NDIS property, establishing a direct relationship and clear understanding of the arrangement.
What if I don’t own land and want to participate in the program?
If you do not currently own suitable land and want Public Property to source and secure a qualifying site for the program, the engagement fee is $10,000 (plus GST).
This fee covers all services included in the $5,500 landowner engagement, plus active land sourcing and acquisition support.
